It works similar to an ice mine which effectively renders ice mines obsolete and a waste of potential mines.
Note: as of 2.0 (deprecation of cargo fighter), water collector cannot effectively supply other factory without support of additional cargo ship. This is true in most of case due to the fixed cargo transportation limits: 25 cargo size limit every 6 sec, and small water collector can produce 60 cargo space worth water every 6 sec. The only exception to make water collector to work at its full efficiency without additional cargo ship is to own both water collector and the water consuming factory, and dock both factory together (which allow unlimited direct cargo transportation).
